Agency Description:
Positive Health Project, Inc. (PHP) is a harm reduction/HIV prevention program that uses peer-based interventions to reach persons with, or at risk for, HIV/AIDS in the Chelsea/Clinton communities of Manhattan. PHP's target populations include injecting drug users (IDUs), other substance users, sex workers, transgender individuals, and their partners. PHP's services include seven types of support groups; syringe exchange; acupuncture; street outreach; HIV prevention case management; HIV treatment advocacy; women’s services; transgender services; crisis support services; mental health services and medical care. Additional services include HIV/AIDS prevention and educational workshops for interested program participants and community residents.

Title: Director of Program Services

Reports To: Executive Director

Description of Duties:

• Manages agency program departments. Responsible for the overall direction, coordination, and evaluation of all program departments.
• Manages personnel matters including interviewing; hiring and training employees; planning, assigning, and directing work; evaluating; disciplining; able to build morale and commitment to contract goals and objectives.
• Ensures that program services are provided as outlined in contractual agreements with funders.
• Compares work plan projected numbers with actual client stats on a monthly basis and submits reports to funding sources as required.
• Collects and researches data.
• Identifies and resolves problems in a timely manner; develops workable implementation plans.
• Coordinates projects; communicates changes and progress; completes projects on time and within budget.
• Works with the Executive Director and program staff in the development of program policies and procedures. Interprets policies and procedures for program personnel. Monitor policies and procedures of services to assure that they are carried out.
• Assists staff in developing HIV, Hepatitis and other infectious disease prevention interventions for substance users based on harm reduction philosophies and principles.
• Manages program record/file systems.
• Facilitates positive working relationships between program staff.
• Serve as liaison with other agencies.
• Represent the agency in committees and various meetings.
• Prepare monthly reports as required by funders.
• Responsible for the development of new grants and funding sources
• Other duties as assigned

Experience:
Masters of Public Health education is required. A minimum of three years experience in program management, operations and staff supervision in a HIV/AIDS prevention or syringe exchange/harm reduction agency is required. Must have developed program policies and procedures and adept in developing budgets. Documented education of infectious diseases including HIV/AIDS, TB, STD's, and Hepatitis; counseling skills; substance use counseling; and harm reduction philosophy is required. Possess strong administrative, management, organizational, leadership, writing, computer and communication skills.

Salary: $55,000 to $65,000 with a 40 hour work week
